The Saint Paul Police Department (SPPD) is now taking applications for people interested in joining a cohort for the Law Enforcement Career Path Academy.
What is the Saint Paul Police Law Enforcement Career Path Academy?
The Saint Paul Police Department is interested in creating a department which reflects the demographics of the community we serve by creating a pathway for community members to enter law enforcement. The SPPD Law Enforcement Career Path Academy (LECPA) is for young adults who are interested in becoming Saint Paul Police Officers but may face financial and/or other barriers to attending college and finding employment. Working in partnership with AmeriCorps, the Community Action Partnership of Ramsey and Washington Counties (CAP) and Century College, the SPPD has developed a comprehensive program that gives participants an opportunity to begin a law enforcement program that may eventually qualify them to become Saint Paul Police Officers after earning an Associate’s degree. Eligible participants will earn a biweekly stipend while they learn life skills, attend college, and receive the necessary social support services to allow them to achieve a successful career in law enforcement.
In the first phase of the program, participants will:
- Earn a biweekly stipend (currently $686.54) for up to 450 hours which includes time attending classes and providing service work by participating in SPPD community outreach events in the first 3 months of employment
- Participants will be provided two LECPA uniforms to wear while working at these events.
- Receive career counseling and personalized guidance from Century College
- Individual screening and placement for college success
- The program pays for the first 5 college credits towards a Law Enforcement associate degree
- College Success Strategies class (2 credits)
- Police & the Community class (3 credits)
- Note-these class dates are TBD
- Earn a Mental Health/First Aid certificate-an 8 hour class
- Participants agree to a specific number of annual contracted hours with AmeriCorps, and upon successful completion are eligible for an educational award of approximately $6,350. Students may earn up to two educational awards while earning their degree
- Eligible to apply for a scholarship up to $6,000 (based on available funds and number of scholarship applicants) after passing the Peace Officer’s Standards & Training license examination
In the second phase of the program, participants will:
- Receive employment transition assistance
- Complete training hours while attending school and staff community engagement opportunities for the SPPD
- Maintain daily/weekly contact with SPPD’s LECPA program staff
- Have SPPD sworn officers available as advisors
- Have opportunities to ride along with SPPD officers to experience and better understand the job of a Police Officer
- Receive program support from Community Action Partnership
- Help with managing school responsibilities
- Support for life emergencies such as day care, transportation, help with utility bills, etc.
- An individualized financial plan
- Be eligible to apply for a position with the Saint Paul Police Department after earning an associate degree
Requirements
Eligible participants must meet all the following requirements:
- Must be at least 18 years of age
- Must have a high school diploma or G.E.D.
- Must pass a criminal history and background check
- Must be able to participate in moderately strenuous physical exercise
- Must have a valid Class D Driver's License
- Must attend one 5-hour information session and interview process hosted by the SPPD. During this session, you will receive additional program information and undergo an interview process
Information Session Schedule
Participants will be notified as to which session they should attend. All sessions will be at the SPPD Rowan Training Facility at 600 Lafayette Rd, Saint Paul. Applicants who are selected to participate in the LECPA will be contacted by the SPPD to initiate the background screening process.
- Preference will be given to applicants receiving public or housing assistance.
- The SPPD has a strong tradition of community engagement and service, so preference will be given to residents of Saint Paul or communities within 15 miles of Saint Paul as we seek applicants that are already familiar with their community.
- Because a large population of Saint Paul residents speak English as a secondary language, consideration will be given to applicants who speak, read, or write a language other than English, to include sign language.

It may also be given to local and state welfare agencies for monitoring your eligibility for any assistance programs, or for any educational or training program administered by those agencies. Any other uses of the information provided will be for statistical or research purposes only, and will not disclose any personal identifying information about you.
EFFECTS OF NON-DISCLOSURE
You may be asked to provide data that you are not required to give in order to qualify for program services. Failure to complete these items will not adversely affect your eligibility; however, you are encouraged to complete all of the items in order to allow for a more complete assessment by staff.
Intentional misrepresentation of information about income or employment will result in termination from the Saint Paul Police Law Enforcement Career Path Academy.
WAGE DETAIL FILES
We may also use information from wage records kept by the Minnesota Department of Employment & Economic Development to help us evaluate the program.
After you leave the program, we will keep your information on file until the state and federal laws indicate it may be destroyed.
